Sanctuary laws, present in such cities as Los Angeles, New York, Chicago, Austin, Houston, and San Francisco, generally forbid local police officers from inquiring into a suspect’s immigration status or reporting it to federal authorities. Such laws place a higher priority on protecting illegal aliens from deportation than on protecting legal immigrants and citizens from assault, rape, arson, and other crimes.
Let’s say a Los Angeles police officer sees a member of Mara Salvatrucha hanging out at Hollywood and Vine. The gang member has previously been deported for aggravated assault; his mere presence back in the country following deportation is a federal felony. Under the prevailing understanding of Los Angeles’s sanctuary law (special order 40), if that officer merely inquires into the gangbanger’s immigration status, the officer will face departmental punishment.
To get the felon off the street, the cop has to wait until he has probable cause to arrest the gangbanger for a non-immigration crime, such as murder or robbery. It is by no means certain that that officer will successfully build a non-immigrant case against the gangster, however, since witnesses to gang crime often fear deadly retaliation if they cooperate with the police. Meanwhile, the gangbanger is free to prey on law-abiding members of his community, many of them immigrants themselves.
This is an extraordinarily inefficient way to reduce crime. If an officer has grounds for arresting a criminal now, it is perverse to ask him to wait until some later date when maybe, if he is lucky, he will have an additional ground for arrest
The refusal to allow police to arrest illegal alien gangbangers just for being here illegally amounts to a death sentence for those they go on to kill and severe emotional agony for who they go on to rape or maim.
If all the illegals were deported our problem with Hispanic gangs would greatly decrease.
--A confidential California Department of Justice study reported in 1995 that 60 percent of the 20,000-strong 18th Street Gang in southern California is illegal; police officers say the proportion is actually much greater. The bloody gang collaborates with the Mexican Mafia, the dominant force in California prisons, on complex drug-distribution schemes, extortion, and drive-by assassinations. It commits an assault or robbery every day in L.A. County. The gang has grown dramatically over the last two decades by recruiting recently arrived youngsters, most of them illegal, from Central America and Mexico.
--Immigration and Customs Enforcement conservatively puts the number of illegals in Mara Salvatrucha as a “majority;” police officers, by contrast, assert that the gang is overwhelmingly illegal.
--Law enforcement officials estimate that 20% of gang members in San Diego County are illegal, according to the Union-Tribune.
-- The L.A. County Sheriff reported in 2000 that 23% of inmates in county jails were deportable, according to the New York Times.
--The leadership of the Columbia Lil’ Cycos gang, which uses murder and racketeering to control the drug market around Los Angeles’s MacArthur Park, was about 60 percent illegal in 2002. Francisco Martinez, a Mexican Mafia member and an illegal alien, controlled the gang from prison, while serving time for felonious reentry following deportation.
-- In Los Angeles, 95 percent of all outstanding warrants for homicide in the first half of 2004 (which totaled 1,200 to 1,500) targeted illegal aliens. Up to two-thirds of all fugitive felony warrants (17,000) were for illegal aliens.
The stories of some of these criminal illegals are horrible.
Five months ago, Carlos Barrera, an illegal Mexican in Hollywood, Ca., mugged three people, burglarized two apartments, and tried to rape a five-year-old girl. Barrera had been deported four years ago after serving time for robbery, drugs, and burglary. Since his reentry following deportation, he had been stopped twice for traffic violations. But thanks to special order 40, the police had never mentioned him to the immigration authorities, reports the New York Times.
In September, 2003, the Miami police arrested a Honduran visa violator for seven vicious rapes. The previous year, Miami cops had had the suspect in custody for lewd and lascivious molestation. Pursuant to Miami’s sanctuary law, however, the police had never checked his immigration status. Had they done so, they would have discovered his deportable status, and could have forestalled the rapes.
This is all more evidence that the US government's lax border and immigration enforcement amounts to our collectively saying "It's being-hit-on-the-head lessons in here". How long will it take for the cries of "Stop hitting me!!" to get loud enough to bring about a change?
Over on the Immigration Blog Heather reports that black left-liberal Congressional Represenative Maxine Waters demands real border control.
Enter Maxine Waters. Waters has poisoned racial politics in Los Angeles for years; she essentially declared the Los Angeles riots a strike against racial injustice. Never saw a cop she doesn’t think is a racist. Yet here she was at the hearing declaring herself absolutely fed up with the race war between Hispanics and blacks that is raging on the streets of downtown L.A. “Why isn’t anyone talking about the Mexican Mafia (a gang of illegal Mexicans that controls the California prison system)?” she thundered. ‘I don’t care if you’re pink or purple or white or black or brown, I want you out if you’re committing crimes.’ There is no excuse not to control the border, she said. ‘I’m a liberal with a capital ‘L’,’ she said, ‘but I’m sick of it.’
Waters' timing was impeccable. A day after she spoke, 100 black and Hispanic students at Jefferson High School in South L.A. attacked each other in a race- and gang-driven brawl; three days later, the same thing happened, this time, students also hurled bottles at the police. Principal Norm Morrow told the Los Angeles Times:"We just have a lot of issues with race," said Morrow. "It's coming out of the community, into the school." Cops in riot gear now patrol the school.

This shows how maliciously intended policies are set by officials to intensify intercommunal conflicts; they appear to believe that freedom means freedom for aggression. Openness to aggression is what power seeking officials must be in quest of. Openness to the subhuman is the objective of the left and the government schools; power can come from this. The complicity of the right in such malicious policies, is also vicious, especially when one considers that federal legislation could wipe out these sanctuaries for the subhuman aggressors, which seem to be so beloved of officials and their professoriate.
It seems to me that the simple solution would be for the Feds, after deporting an illegal, to automatically issue a US-only warrant for the arrest of that person. Then, when a cop sees the deported person, he looks up the register of warrants to see if there's a warrant pending, if so, he just arrests the guy in the normal course of business.
The warrant solution neatly bypasses the sanctuary requirement because the cop doesn't have to ask the illegal if he's in town legally, nor does he have to inform the feds about the presence of a potential illegal. All the cop is doing is acting on a warrant and he doesn't really even need to know or care about what the warrant says.

I just don't think that will work. Look the police already
know that by not deporting these people they (the police) are
violating the law. Why should adding an additional layer
of "US-only warrant" change the situation?
They, or more likely their political bosses, will simply
change police procedure to selectively or completely not
enforce these warrants.
What we need to do is change attitudes. Here I think is
an enormous opportunity. Nowhere in the U.S. is there a
majority that supports not deporting criminals; the only
reason this continues is that we have a media that to some
extent resists reporting on the issue.
I suspect there are ways though despite that to get the
Illegal immigration would be only a sip of what it is now if the public's attitudes were reflected by the laws and law enforcement. Sad to say, policy is dictated by a sick alliance of ethnic hustlers, spineless politicians and big business, for whom the will of the people is no more than a nuisance.
Turning things around, if it is still possible, will probably require a new kind of activism: large-scale versions of the citizen border patrol we saw this month in Arizona, boycott campaigns against companies that hire illegals, single-issue movements to defeat incumbent office holders who support open borders, etc.
The fact that this situation has gone on for decades, with no federal or state legislation to correct the evil, shows something about our officials and those whose responsibility it is to provide leaadership away from policies which increase subhumanity in our country. That the more educated people would want the country to be a refuge or asylum for aggressors, itself reveals a corruption so radical in the educational system, that only extreme measures, such as total privatization of the government schools, would seem to have any chance of making a dent in it. We are dealing with an anticulture, entrenched with a bonanza of government funding, which is drenched with enthusiasm for the destruction of civilization. They are out of sympathy with the victims of violent crime, but call for compassion for the perpetrators of it. What more proof of deliberate evil could one ask for? This sanctuary situation, with the violent aggressor raised up, honored, and even worshiped, as the term sanctuary suggests, is also not a case of wanting cheap workers. The street criminal is not a worker, but a parasite. The Mexican government, which brazenly presents to the world its hideous face of corruption, says workers, not criminals, and is echoed by its unregistered agents in our government. It is the criminals, and not the workers, whom their efforts, and these sanctuary policies, defend. If some were honestly concerned for having sufficiency of cheap help, they would be all for deporting the serial criminals, the better to take the burden off the honest workers, who can then get by on less. It is not that way, however, since the objective is to do damage to people who are somewhat successful, and increase the power of officials, and the vividness of government scholars' dreams of a totalitarian takeover.
Give imprisoned American felons a choice: Go to Mexico and stay or remain in prison. After a few tens of thousands take up the offer, Mexico might get the point. And if they don't, the U.S. benefits anyway..
You have to believe tnat the international corporate-financial eltes are surrending the US to the Third World and have decided to shift the focus of their operations to East and South Asia. Why else would Bush show such persistent and open contempt for his base on the topic of illegal immigration? The administration and the US senate have, in effect, come out for unlimited (and non-stop) immigration (both legal and illegal) via the southern borders. Even if it were possible to assimilate such huge numbers of settlers(overwhelmingly from a single culture) the "age of assimiltion" is officially over and we now live in the Age of the Multicult. The mass, uncontrolled importation of an ill-educated, largely low-IQ Third World peasantry heralds the impending entry of the former US into the political and socio-ecomomic sphere of Latin America.What do these people do for our international competitiveness?
The countries of Latin America are characterized by a small European(sometimes part Asian) upper class ruling(with indifference to their welfare) an overwhelmingly non-White(usually Mestizo or Indian) mass whose attitudes to their government run the gamut from cynicism to fatalism. I live in Costa Rica(many times better than Mexico) and even here government is considered(and largely is) inefficient and a corrupt racket and bribes are routine- if not as predictable and pervasive as Mexico. The future of the US looks to be something like a blend of Argentina and Brazil and the illegal immigrants of the future will look to the EU and East Asia for their salvation.

And why Mexico will agree to this oh-so-clever plan?
Mexico controls its southern border very tightly and in general thinks that Mexican borders are real, it is only US borders that should not exist.
Mexico is a failed state. Mexican elites have no idea what to do.
American elites, PC and anti-patriotic, have no idea what to do either. They might think (if what happens in Bushies heads can be described as thought process) that they help to keep Mexico from blow-up by letting 3 mil/year undesirables to come to USA.
In middle ages people used to treat any disease by blood letting. Didn't help with underlying desease. Will not help in case of Mexico. It buys Mexican rulers some time but rulers are busy robbing the country and are not fixing Mexico.
Why doesn't Japan, South Korea, Taiwan, Hong Kong, or Singapore have a problem with illegal immigration?
Those countries more vigorously enforce their laws. They have never had a general amnesty for illegals. Their politicians and business elites do not see masses of illegals as an asset.

They don't tolerate it, because they know that low income workers require net public subsidy in a society which provides public education of considerable duration, medical care beyond what most can pay for, crime responses at the expense of the net taxpayer, and more. SKorea has a land border with a country which it diverges from on per capita production by more than 20 fold. This disparity between two countries sharing a land border, is by far the highest in the world. If it were not for the DMZ, the most heavily militarized border fencing zone in the world, it would be difficult to prevent many from moving out. Singapore, Japan and Taiwan are islanded, which is like having the better part of such a barrier installed. In terms of NKorea, SK could solicit and, by covert operations, aid immigration from high merit people in NK. This would subvert NK, or destroy its hopes of gaining power, and SK would not have to take anyone unlikely to be a net taxpayer. Private funding for this could also be raised, so that the net taxpayers of SK need not be imposed upon. There would be risk of war; but appeasement of NK may be assumed to carry even greater risk of war and defeat for SK over the long term.

first off... to call any other group "mafia" besides the italians doesn't make sense. there is no such thing as the "russian mafia" or "mexican mafia" or they would be italian based in russia or mexico. "russian mob" or "mexican mob" is what they are. the word "mafia" is an italian word and should only be used when referring to La Cosa Nostra - the italian mafia.
secondly, you can't compare "kids" that are running most gangs like ms-13 and other disorganized gangs with the mafia. the mafia have judges, police & politicians in their pockets. they control business, casinos, nightclubs, bars and restaurants. as far as violence is concerned, throwing a hand grenade at someone or chopping a baby up is peanuts compared to having entire families wiped out or someones house or business burned to the ground. even today, with the fbi crushing the mafia like never before, it's still stronger and more powerful than any other gang in the world... let alone the usa. the mafia pays gangs like the hells angels to work with them and do some dirty work. think about that - the mafia and the hells angels working together. what could possibly be more powerful?
